Public Hearing Economic Development Incentive Grant

The purpose of the public hearing is to receive public comment on a proposed Economic Development Incentive Grant. A company intends to expand production facilities and hire a number of new, permanent full-time employees to work there. The company has proposed the expansion in Johnston County in exchange for certain economic incentives in the form of annual cash grants paid from general County funds over the next seven years for Phase I of the expansion, and if Phase II of the expansion is undertaken, a total of thirteen consecutive years. The County believes this project will help stimulate the local economy, result in new taxable capital investments in real and personal property, and the creation by the company of a substantial number of new, permanent jobs in the County. The Board of Commissioners will solicit public comment on the proposed incentives at the public hearing. It is the preliminary intention of the Board of Commissioners to approve the grant of these incentives to the company in exchange for the company s commitments to (1) operate the expanded facilities, (2) create a number of new, permanent full-time jobs and Page 2 of 77 (3) invest in taxable real property and business personal property additions that will return property tax revenues substantially in excess of the County s investment. The cash grants are contingent upon, among other things, the company s entry into a local economic development agreement with the County containing the obligations and agreements of the company and the County.

Johnston Regional Airport Hangar Construction Project

On behalf of the Johnston Regional Airport, the Johnston County Airport Authority is requesting approval to move forward with the construction of two large corporate aircraft hangars. Construction bids received on October 3, 2017 were higher than anticipated resulting in a funding shortfall needed to complete both hangars as planned. The total project cost is 1,684,980 and the current available funding is 960,312 leaving a shortfall of 724,668. Additional NCDOT/FAA grant funding is being requested in the amount of 93,677 and if received, the funding shortfall would total 630,991. The Johnston County Airport Authority is requesting the Board of Commissioners to adopt a resolution supporting the hangar construction project, acknowledging that the Airport Authority is seeking loan assistance to fund the shortfall, and approving for the Airport Authority to proceed with soliciting financing proposals necessary to cover the shortfall amount. The Airport Authority will budget for the repayment schedule; however, in accordance with Local Government Commission requirements, the resolution also includes language that the County of Johnston is willing and shall appropriate funds, if necessary, to prevent default and fund the shortfall for repayment of the debt. In order to assist and support the Town of Selma in obtaining industrial site certification and the eventual development of the Selma Crossings industrial tract, the County executed a Memorandum of Understanding on November 7, 2011 offering the Town three options for additional future water supply from the County. The agreement terms were for five years, but allowed for renewal in one year increments by bilaterally signed amendments. The Town has requested renewal of the agreement through a proposed Second Amendment to the Memorandum of Understanding between the Town of Selma and Johnston County extending the agreement terms one year.

The first amendment was approved by the Johnston County Board of Commissioners on November 7, 2016 extending the agreement terms for one year. Staff respectfully requests approval of the proposed Second Amendment to the Memorandum of Understanding between the Town of Selma and Johnston County related to water supply for Selma Crossings, which will extend the agreement terms for an additional year. During our presentation of the June S ^ 2017, regular meeting of the Johnston County Board of Commissioners, the airport presented a plan to move forward with the construction of two large corporate aircraft hangars. We received a strong show of support from you at that time, and quickly finished the planning and engineering work necessary to turn-key a successful project. Once construction bids were opened on October 3, 2017, we quickly realized higher than usual construction costs and a shortfall of funding to complete both hangars as planned. In order to realize the cost advantage of building both hangars at the same time, the Johnston County Airport Authority now requests the following:

RE: Selma Crossings Memorandum of Understanding Second Amendment

In order to assist and support the Town of Selma in obtaining industrial site certification and the eventual development of the Selma Crossings industrial tract, the County executed a Memorandum of Understanding on November 7, 2011 offering the Town three options for additional future water supply from the County. The agreement terms were for five years, but allowed for renewal in one year increments by bilaterally signed amendments. The Town has requested renewal of the agreement. Please find attached a proposed Second Amendment to the Memorandum of Understanding between the Town of Selma and Johnston County extending the agreement terms one year.

The first amendment was approved by the Johnston County Board of Commissioners on November 7, 2016 extending the agreement terms for one year. We respectfully request approval of the proposed Second Amendment to the Memorandum of Understanding between the Town of Selma and Johnston County related to water supply for Selma Crossings, which will extend the agreement terms for an additional year. This extension is made and entered into this day o f , 2018 by and between Town o f Seima, a North Carolina municipal corporation, (hereinafter referred to as Town ) and Johnston County, a North Carolina body poiitic and corporate, hereinafter referred to as County ).
