This property as I understand the history was originally part of a farm, then sold and a proposed sub

division was envisioned. The land was plotted and subdivided, with environmental studies completed

along with a septic system designed that would support 46 homes. Roads were cut into the land and

such roads were to become county roads. The land went through a few owners and the subdivision plan

was never filed with Stearns count.

My proposal is to develop a high end RV and Camping resort. This in my opinion a perfect spot for

such an enterprise as the land is heavily wooded, and the resort would be secluded. We will create a

green environment for our members to enjoy the best of Minnesota, our natural resources.

The park will have a 60 x 20 pool (inground cement, ADA, and in accordance with all state and county

I anticipate a seasonal staff of between 5 and 6 full time employees, with myself and my business

partner being full time annual employees. The business hours for the resort we anticipate being from

8:00 am until 10:00 pm. We do not expect to allow traffic into or out of the resort after 8:00 pm

We will apply for a food and beverage license in anticipation of serving to our customers food and drink

We have established the business name of The Oaks Resort LLC (registered in the state of Minnesota)

and plan on calling the resort The Oaks Resort.

2. What road do you access? Are you proposing a) any changes to the access or b) a new access?

We will access the property from Louisa Court, from County 44. I have been in contact with Stearns

county highway department. We will work with the residence off Louisa Court to come up with a

reasonable cost share plan for the road as Louisa Court is open to the public but is not maintained by

the township. Jeff Miller and I have had a lengthy conversation on alternatives, and will do what the

county requests. We will provide the County Highway department any access they require, as was

requested by this department in previous conditional use permits.

3. Describe existing and proposed fencing and screening, including vegetation

The property is currently heavily covered in trees, oak, poplar, and maple. We will use this to our

advantage by keeping every tree possible and using this vegetation to make the park virtually invisible

from the adjacent homes or from County road 44. I do anticipate placing a gate on the property just off

Louisa Court to secure the property and our guests, this gate will only prevent vehicle traffic, it will not

prevent the movement of wildlife.

4. How will you manage erosion and storm water on your property?

We will be in full compliance with the Steans county and state of Minnesota policy and guidelines for

the management of erosion and storm water. We understand that a storm-water management and

erosion control plan has been submitted to the board by the previous owners, we will endeavor to

locate this document and if applicable use this already approved plan.

5. Describe existing and proposed lighting on the property.

As an environmentally (to include light pollution) cognizant venture, we will limit the lighting on the

property to only that that enhances the safety of our guests. We anticipate low level lighting along walk

ways. The pool area will have low level lighting during evening hours up to the closing time of 10:00 pm,

after that only safety lighting will be used.

6. Describe existing and proposed parking and loading facilities on the property? Include the type

of surface (gravel, concrete, asphalt) and the number of parking spaces. Explain or show on site plan the

As required by Stearns county and the state of Minnesota, we will have room for three vehicles per

RV/Camp site. Two vehicles can part at the RV sites and overflow parking areas will be designated for

one additional vehicle per RV site. Hut/Yurt and tent camping sites will be supported by parking areas

not directly on the site and such parking areas will be large enough to accommodate three vehicles for

The only signage planned of any size, will be one sign on the property next to C44, simply directing

traffic to turn off C44 onto Louisa Court and turn off Louisa Court into the property.

There are no existing outdoor storage areas. We will build one 10 x 12 storage area by the lake to store
