s will present Resolution 2018-R-05 to Eagle Scout Jeffrey "Blake" Deaton inhonor of his accomplishments.Inspired by his brother, Blake selflessly chose as his Eagle Scout project, "Wings forGiving God's Special Angels Wings," and lead a campaign to raise $10,000 to create a sensoryeducational room for autistic and special needs students at Morehead Middle School. He exceeded allexpectations when the campaign raised $30,000, providing enough to fund an additional sensoryeducational room at West Carteret High School.Blake's project, which serves as a model for other sensory rooms that will help special needschildren for years to come, was selected as the 2017 Glennlinda Adams·Eagle Scout Projectof the Year Award.Mayor Jones invites all citizens of the Town of Morehead City to join him in congratulatingthis special young man and future leader. s of African Americans who haveshaped the history of our state and nation; we are reminded of our responsibility to respect and preserve thislasting heritage and culture; andWHEREAS, countless African American activists, military and political leaders, academicians, and artists havehelped develop North Carolina, Carteret County and Morehead City's heritage and cultural landscape; theirwork and accomplishments are commemorated by museums, historical sites and annual festivals across ourstate; andWHEREAS, North Carolina is home to the largest number of four-year, degree-granting Historically BlackColleges and Universities (HBCU) in the nation; our eleven HBCUs have a rich heritage steeped in tradition,activism, and service dating back to the foundation Shaw University in 1865; andWHEREAS, African American military service has deep roots in our state; the 1stNorth Carolina ColoredVolunteers regiment joined the Union Army in 1863, and the first African American recuit5s to serve in theUnited States Marine Corps were trained at Montford Point in Camp Lejeune; andWHEREAS, in the 1960s, African American activists in North Carolina launched the nation's Sit-In Movementin Greensboro and assembled the Student Nonviolent Coordinating Committee in Raleigh; in our rural Easternand Western regions, activists led the Edenton Movement demonstrations and organized the Asheville StudentCommittee on Racial Equality; andWHEREAS, many African American artists, musicians, writers, and innovators have called North Carolinahome; whether folk or classically trained, each of these artists' work commemorates a facet of AfricanAmerican heritage throughout our history; andWHEREAS, Morehead City, as with the State of North Carolina, designate February 2018 as Black HistoryMonth and commend the individuals, organizations, and agencies working to preserve African Americanheritage and culture for the benefitall North Carolinians today and for generations to come.

Sarah Lanier in recognition of herretirement from the Town of Morehead City on January 1, 2018.As a memberhe Finance Department, Sarah's strong work ethic and integrity madeher invaluaShe exceled guardian and custodian of Town funds and assets.Mayor Jones said she epitomized the title of public servant as she always greeted you with asmile and actively supported and helped others.Sarah thanked the Council for allowing her to be a partedAssistant Finance Director Leeann Vinson for their leadership.r andPresentbCarteret County Clerk of Court Pam Hanson and Register of DeedsKaren HardestyCarteret County Clerk of Court Pam Hanson and Register of Deeds Karen Hardestywill provide an update on new technology and initiatives to improve customer service, andseek Council's feedback regarding the same.Clerk Court Pam Hanson stated that she has worked hard since her first election tomake the courthouse more transparent and accessable. In part, this has been accomplishedwith technology. During her tenure, they have implemented scanning software that providesquick cost-free access This software also provides the format toMs. Hanson is continually seeking new knowledge through training opportunities that willn.benefit all citizens. In closing, Ms. Hanson stated that sheRegistereeds Karen Hardesty shared that her office serves as the custodian of allland/property documents for the county. She too is seeking to increasing quick and easy onlineaccess forHer office, govetned by NC General Statutes, the SecretaryOffice, and BureauStatistics, provides birth, marriage and death certificates, and swearin notaCurrently, she is working to restoring old records that are deteroriating fromcontinuous handling. Ms. Hardesty advised that asfice is recordingassumed name certificates for new businesses for $26. This is a one-time recording for all 100North Carolina counties. Beginning in 2022, every assumed name certificates obtained prior toDecember 1, 2017 must be refiled. Her office is focused on customer service and is happy toassist citizens with record requests.

NEW BUSINESSConsideration of Fire/EMS Museum and Museum Committee and Consideration ofIntent to Pu

rchase 1925 LaFrance Fire TruckFire Chief Jamie Fulk appeared before the Town Council to request adoption ofResolution 2018-R-03, a resolution endorsing a Fire/EMS Museum and establishing a MuseumCommittee, and consider approval of Intent to Purchase Contract with Johnnie G. Howell inthe amount of $70,000.Chief Fulk shared how his Department became aware of the 1925 American LaFrancefire truck that was part of the Morehead City Fire Department fleet for more than forty (40)years, and the three (3)-year processf trying to acquire it as a historical asset for the Town. Indiscussions of where the truck would be housed, the idea of establishing a Fire/EMS Museumemerged. It was suggested that the unused portion of the Municipal Building (old fire bay)could serve as a temporary storage area until a permanent site can be identified.It was further suggested that a Fire/EMS Museum Committee be established with theresponsibility of laying the organizational groundwork for the museum including creating amission statement and list of goals. The committee would be responsible for raising funds tosupport all aspectsof the project, and thereafter promoting public interest for the museum. A review of this concept began several months agowith approval of the former Town Manager, and has since been reviewed by the Public SafetyCommittee. At their December __ meeting, the Public Safety Committee recommendedthat it be presented to the Town Council for approval consideration.Chief Fulk explained that members of the Fire Department witness the worst types ofincidents and see people at their lowest point of despair. This type of exposure to terrifyingevents has had an adverse effect on responders, known as Post Traumatic Stress Disorder(PTSD). It was not until recently, that it was recognized that first responders also struggle withPTSD. Therapy dogs are trained to recognize stress and to respond in a stress relieving manner.The Therapy Dog Program will serve as supplemental tool to the Employment AssistanceProgram offered by the City.The program will be established so that the purchase of the dog and maintenance willbe supported by private donations.Councilmember Taylor made a motion to adopt Resolution 2018-R-04, establishing aFire/EMS Therapy Dog Program. This substitution wasnot approved prior to receiving the Bids in accordance with the Contract Documents. Therefore ,we consider their Bid to be invalid.The second bidder \VasPECO Electric with a total Bid of $84,150.00. We have reviewed theirBid and determined that they met allidding requirements .
