From: Matt Crane Arapahoe County Clerk and Recorder Subject: Contract with Kofile Technologies, Inc., RFP 17-87, for restoration, preservation, and imaging of historical records Request and Recommendation The Clerk and Recorder s Office requests the following: Authorization to enter into an Agreement for Services with Kofile Technologies pursuant to RFP 17-87 for restoration, preservation, and imaging of historical records with a standard one year term and up to three additional years thereafter. This item has been discussed with the Board on multiple occasions, including in January 2017 and on April 9, 2018, and has been approved for adding as a consent agenda item.

Background The Arapahoe County Clerk and Recorder s Office is the designated custodian and repository responsible for all deeds, titles, sales, marriage licenses, and civil union licenses. The Clerk and Recorder s records date back to 1869. The books from 1869 through 1996 are currently copied onto microfilm to allow greater public access. The Clerk and Recorder s records from 1996 to present are already scanned electronically and these electronic images are available for public search through the County s recording system website. Images for documents recorded prior to 1996 require either printing from the microfilm or accessing the original books.

The Colorado State Archives Office is authorized by statute to prepare retention and disposition schedules for Colorado counties. The retention schedule for Clerk and Recorder recorded instruments, reception books, and index books requires that these records be retained permanently. Pursuant to Colorado Revised Statutes 24-80-106, every custodian of records shall carefully protect and preserve [records] from deterioration, mutilation, loss, or destruction and, whenever advisable, shall cause them to be properly repaired and renovated. All paper, ink, and other materials used in public offices for the purpose of permanent records shall be of durable quality. Page 2 of 2 Discussion Kofile Technologies has over five decades of experience preserving and working with historical and permanent retention records and vast experience working with county governments. The location of work for this project is Kofile s Conservation and Digitization Laboratory in Carson City, NV. Kofile s regional lab has been in operation since 2003, providing records restoration, preservation, and document imaging services. Kofile was the only vendor to respond to our RFP. The Clerk s Office is requesting approval to enter in the first phase of this project. This phase addresses the preservation of Land Records Vols. A1-A46 and associated Grantor/Grantee General Indexes Vols. A1-A6 from Sovereignty to 1891. This will include preservation services for each volume that needs such attention, including conservation treatments, deacidification, mending, encapsulation, rebinding, archival imaging (including capture, processing, and enhancements), and archival microfilm. In addition, all these documents will then be electronically imaged and indexed to make them easily accessible to the public in electronic form.
