GOVERNING BODY OF THE CITY OF GEORGETOWN, SOUTH CAROLINA, IN A MEETING DULY ASSEMBLED: ARTICLE I - FINDINGS OF FACT Section 1.01 Findings of Fact.

Incident to the enactment of this ordinance (this Ordinance ) and the issuance of the Series 2018 Bond authorized hereby, the City Council of the City of Georgetown (the Council ), the governing body of the City of Georgetown, South Carolina (the City ), finds that the facts set forth in this Article exist and the statements made with respect thereto are in all respects true and correct:

(a) The City is a municipal corporation of the State of South Carolina (the State ), located in Georgetown County, South Carolina, and as such possesses all general powers granted

to municipal corporations. (b) By virtue of Chapter 21, Title 5 and the provisions of Section 11-27-40, Code of Laws of South Carolina 1976, as amended (together, the Enabling Act ), the City is empowered to issue general obligation bonds for any authorized purpose. ARTICLE II - DEFINITIONS AND AUTHORITY

ARTICLE III - ISSUANCE OF BOND
