on County highways; and

WHEREAS, the Minnesota Department of Transportation s (MnDOT) Metro District is accepting candidate projects for the fiscal year 2021 Local

Partnership Program (LPP); and

WHEREAS, the LPP exists to help fund projects that deliver a benefit to both the local community and the trunk highway (TH) system; and

WHEREAS, there is no minimum amount set, but the maximum amount that may be requested by the County is 717,000; and

WHEREAS, County Project (CP) 88-20 is included in the adopted Dakota County 2019 - 2023 Transportation Capital Improvement Program Budget; and

WHEREAS, Dakota County (County) and the City of Rosemount are partnering on County Project (CP) 73-19; and

WHEREAS, CP 73-19 is the reconstruction and paving of County Road (CR) 73 from Bonaire Path to the Rosemount/Inver Grove city limits; and

WHEREAS, right of way acquisition is needed to allow for construction to begin in 2020 as scheduled; and

WHEREAS, the County is the lead agency for the project; and

WHEREAS, the project included the reconstruction of the intersection of Dodd Road and Cedar Avenue in the City; and

WHEREAS, the abutting property owners have requested that the old roadway be vacated so that the land may be restored to other private uses; and

WHEREAS, it is no longer necessary for the County to maintain any interest in the old roadway; and

WHEREAS, the excess right of way from the old CSAH 9 alignment was planned to be released to the adjoining landowners following the project , but was

not completed; and

WHEREAS, the excess right of way is known as Parcels 1A, 2A, and 3A, DAKOTA COUNTY ROAD RIGHT OF WAY MAP NO. 67; and

Housing and Urban Development (HUD) to explore converting the agency s Public Housing portfolio to local ownership; and

WHEREAS, the Information Technology department will utilize the metro county fiber interconnect to allow Scott County s public health staff to

directly access their database and application servers through the PH-Doc application installed on their workstations; and

WHEREAS, Scott County will pay Dakota County the initial costs for setup of the server environment and licensing fees estimated at 35,250; and

WHEREAS, Scott County will pay Dakota County annual costs for database and firewall software licensing maintenance fees, fees for insurance to cover

third party hosting, and a hosting fee estimated at 18,000 plus time and materials spent supporting the PH-Doc software and servers at 75.00 per hour; and

WHEREAS, the term of this contract is for an initial period of 36 months, beginning upon the date of execution by both parties of the contract.

NOW, THEREFORE, BE IT RESOLVED, That the Dakota County Board of Commissioners hereby authorizes the Information Technology Director to execute a

contract to host the server environment supporting the Scott County s public health system, PH-Doc, subject to approval by the County Attorney s office as to form; and
