Subject: updated design plan for Quilters Lane sculpture behind Tax office

Angelena and Robert- Attached are the conceptual drawings for the Quilters Lane sculpture piece that will go on the square behind the Tax building. One image is from the front, one from above, and one shows how it might be used by people. It's an interactive piece. Here's a bit of explanation from the artist: The green 2 diameter tubular vine intertwines and goes underground to be supported with clips to a concrete base. Each end holds a speaking/listening funnel shaped 5 peddled yellow Rose of Sharon flower (one height for children and one for adults. Taken from Betty s quilt design and resting in the center of the vine are two lavender dragonflies with cream-colored, wire mesh covered outstretched wings. The five concrete stepping stones have the Rove of Sharon in the center and 8 connecting Carolina Lily patterns radiating out. Showed uncolored but intended to reflect the colors in the quilt pattern. There are a number of ways to create these patterns in the concrete discs that can involve the public (stones, glass, or ceramic tiles pieces embedded in the wet concrete) perhaps conducted with students over the course of the summer. It takes 2 weeks for the cement to cure once they are poured and the pattern embedded. As I understand it, we are allowed to move forward by the County board. However, checking in on next steps as you suggest. We are hoping to do an installation event on June 2. Thanks Charla

NOW THEREFORE BE IT RESOLVED BY THE WARREN COUNTY BOARD OF COMMISSIONERS THAT: The Warren County Board of Commissioners hereby orders the County Manager (or designee) to dispose of and convey, by private sale, surplus items, including two produce dicing machines, two produce dicing machines, two refrigerated shipping containers, two walk-in coolers, a forklift, a three-basin sink, a phase converter, an air conditioning system (including air handler and heat pump), and a pallet jack to Working Landscapes, a 501c3 nonprofit organization based in Warren County. Agency shall pay Warren County 1.00 for said items. Said property shall be used by Agency for public purposes, in accordance with its mission statement in serving the public, as required by N.C.G.S. 160A-279.

Gen. Stat. 153A-121, the authority to regulate businesses and prohibit those that are nuisances or that may be inimical to the public health, welfare, safety, order, or convenience; and

implemented the County may enact moratoria of reasonable duration. NOW, THEREFORE, BE IT ORDAINED, that the Board of County Commissioners of Warren County hereby places a moratorium on the operation of ATV parks within Warren County for a period of ninety (90) days following the moratorium s adoption. During the duration of this moratorium, the Board will consider the impact of ATV parks, including those upon economics, tourism, recreation, health, welfare, safety, property values, and the environment, and take specific steps to address concerns. This ordinance becomes effective upon its adoption on this 18th day of April, 2018.

Grant Application Request

USDA Community Connect Grant Program Summary County Manager is requesting authority to submit a grant application on behalf of the county to the USDA for up to 3,000,000 to be used to help fund broadband expansion. This application will be directly linked to the adopted broadband development plan submitted to the BOC in the April Work Session. The grant application requires a 15 match. The maximum commitment and match amount by the county would be 450,000 if successfully awarded 3,000,000 by USDA. The match would be taken from unrestricted fund balance upon successful award. Justification This grant deadline is May 14, 2018 and funding may or may not be available again at this time next year. The required match of 15 is very small compared to other grant situations. 3,000,000 in successful grant funding would allow the county to proceed quickly with the initial rollout phase of broadband

In 2019 efforts will be made as follows: notices on utility bills and other mailings from the County, posters hung in strategic spots, announcements at church and civic functions, and committee member sharing information in the community. Census day - April 1, 2020.
