I. Ms. Sutton asked that the Board Recess the Greene County Board ofCommissionersmeeting and call to
order and reconvene as the Board of Equalization and Review.On motion by Commissioner Blow and second by Commissioner Jones the Board votedunanimously to Recess as the Board ofCommissioners and reconvene as the Board ofEqualization and Review.
2. She then asked to have the Board of Equalization and Review adjourned and have theGreene County B
oard of Commissioners meeting reconvened.On motion by Commissioner Blizzard and second by Commissioner Jones the Board ofEqualization and Review adjourned and reconvened as the Greene County Board ofCommissioner, the Board voted unanimously to approve this action.
2. Misty Chase; Transportation. Ms. Chase gave an update on the proficiency review for theTransporta
tion Department. Areas needing action of approval are the updated drug and alcoholpolicy and the Title VI plan. Ms. Chase said they had only 3 minor discrepancies. She thenasked for the Board's approval of the Updated Drug and Alcohol Policy and the Title VI Plan.On motion by Commissioner Blow and second by Commissioner Jones the Board votedunanimously to approve the Updated Drug and Alcohol Policy and the Title VI Plan for theTransportation Department.
I. County Manager DeHaven's first order of business was a request from David Rosado, HumanServices D
irector for the Eastern Carolina Council's area agency on aging to reappoint twomembers of Greene County's RAAC. The two members are Ms. Faye Taylor and Ms. JeanGarner. Commissioner Blow asked if we are following proper procedures for re-appointmcnts ordo we need to advertise the positions. Mr. DeHaven stated he believed we are following theproper procedures but he will 100k into this further for him.On motion by Commissioner Jones and second by Commissioner Shackleford the Board votedunanimously to reappoint the two members (Ms. Taylor and Ms. Garner) to the RAAC.
3. Mr. DeHaven then presented a Capital Project Ordinance to move monies for the Billy BeerProject.
This will move money from General Fund to set-up the Billy Beer Project budget.Project completion is scheduled for July 15, 2018 and operational by September 1 , 2018.On motion by Commissioner Jones and second by Commissioner Shackleford the Board votedunanimously to approve the Capital Project Ordinance.
4. Mr. DeHaven presented a Resolution approving the Local Water Supply Plan to DEQ. A watersupply pl
an is required to be updated at least once every five years. per David Jones they updatethe Plan every year and they do a Resolution every five years. Commissioner Blizzard askedwhat this plan covers. Mr. David Jones stated what all this plan covers which is basicallyeverything.On motion by Commissioner Jones and second by Commissioner Shackleford the Board votedunanimously to approve the Resolution.
5. tvfr. DeHaven next presented a Budget Amendment for the water department to be able to payMueller
what is owed them for the AMI System from 2016 due to the system is not at the 99%performance level as promised. 7. Mr. Dellaven then presented a request to award the bid to the construction company to buildthe We
llness Center. Farrior & Son was the low bidder.On motion by Commissioner Jones and second by Commissioner Shackleford to award thecontract to Farrior & Son.Mr. DeHaven also asked for approval to have Chairman Heath sign the contract.On motion by Commissioner Jones and second by Commissioner Shackleford the Board votedunanimously to approve Chairman Heath to the sign the contract.Commissioner Blizzard asked the County Manager ifwe can possibly have the groundbreakingin 2 — 3 weeks. County Manager said yes he believes that will be possible and will start workingon that.
I. Commissioner's Report and RecommendationsCommissioner Jones stated on the trapping of fox issue,
he has been talking with local farmersand they do not want trapping ofthe foxes. Commissioner Jones stated that during the first twoweeks of deer season hunters can hunt foxes also. Chairman Heath stated that the County isready for the audit but the auditor is not ready. Commissioner Bliznrd brought up the dog tax inthe county. She stated the burden falls on the tax department find out ifthe residents areclaiming the animals and most are not and the tax department does not have the manpower toinvestigate this issue. Commissioner Blizzard proposed we do away with this tax as it is not abig revenue maker and feels it is unnecessary. Mr. Parker stated Commissioner could make amotion right now and it can be voted on.Commissioner Blizzard made a motion to repeal the dog tax effective January 2019, second byCommissioner Jones and the Board voted unanimously to repeal the dog tax effective January
