tion Department. Areas needing action of approval are the updated drug and alcoholpolicy and the Title VI plan. Ms. Chase said they had only 3 minor discrepancies. She thenasked for the Board's approval of the Updated Drug and Alcohol Policy and the Title VI Plan.On motion by Commissioner Blow and second by Commissioner Jones the Board votedunanimously to approve the Updated Drug and Alcohol Policy and the Title VI Plan for theTransportation Department.

G. COUNTY MANAGER'S REPORTMr. DeHaven introduced the new County Finance Offcer (Mr. David J. Price)

I. County Manager DeHaven's first order of business was a request from David Rosado, HumanServices D

irector for the Eastern Carolina Council's area agency on aging to reappoint twomembers of Greene County's RAAC. The two members are Ms. Faye Taylor and Ms. JeanGarner. Commissioner Blow asked if we are following proper procedures for re-appointmcnts ordo we need to advertise the positions. Mr. DeHaven stated he believed we are following theproper procedures but he will 100k into this further for him.On motion by Commissioner Jones and second by Commissioner Shackleford the Board votedunanimously to reappoint the two members (Ms. Taylor and Ms. Garner) to the RAAC.

2. Mr. DeHaven next presented a Proclamation declaring May as Older Americans Month.On motion by Com

missioner Blow and second by Commissioner the Board votedunanimously to approve this Proclamation declaring May as Older Americans Month.

3. Mr. DeHaven then presented a Capital Project Ordinance to move monies for the Billy BeerProject.

This will move money from General Fund to set-up the Billy Beer Project budget.Project completion is scheduled for July 15, 2018 and operational by September 1 , 2018.On motion by Commissioner Jones and second by Commissioner Shackleford the Board votedunanimously to approve the Capital Project Ordinance.

4. Mr. DeHaven presented a Resolution approving the Local Water Supply Plan to DEQ. A watersupply pl

7. Mr. Dellaven then presented a request to award the bid to the construction company to buildthe We

H. County Attorneys Report and RecommendationsMr. Parker noted he has been working with the County M

anager on the Billy Beer contracts,Wellness Center contract and EMS Satellite Station land purchase.

I. Commissioner's Report and RecommendationsCommissioner Jones stated on the trapping of fox issue,

he has been talking with local farmersand they do not want trapping ofthe foxes. Commissioner Jones stated that during the first twoweeks of deer season hunters can hunt foxes also. Chairman Heath stated that the County isready for the audit but the auditor is not ready. Commissioner Bliznrd brought up the dog tax inthe county. She stated the burden falls on the tax department find out ifthe residents areclaiming the animals and most are not and the tax department does not have the manpower toinvestigate this issue. Commissioner Blizzard proposed we do away with this tax as it is not abig revenue maker and feels it is unnecessary. Mr. Parker stated Commissioner could make amotion right now and it can be voted on.Commissioner Blizzard made a motion to repeal the dog tax effective January 2019, second byCommissioner Jones and the Board voted unanimously to repeal the dog tax effective January

2017 CDBG—Neighborhood Revitalization (CDBG-NR) ProgramMay 21, 2018On February 28, 2018, the County

submitted an application for $750,000 ofCDBG-NR funds for housingimpmvements and has received a Notification of Funding letter from the NC Department of Commerce Divisionof Rural and Economic Development for this funding. The State requires requires the County Board ofCommissioneß take action to accept the finding and return the signed Grant Agreement.Staff requests the Board accept and budget the $750,000 grant and authorize the Chairman to sign the GrantAglecment after review by the County Attorney. In addition, the County will need program managementservices to startup and manage the proposed program. Therefore, staff requests the Board authorize the CountyManager to and contract professional management services for the program.The State routinely 'equests the County return the signed Grant Aveement along with the minutes confirmingthe Board acceptance. In order to expedite this process, Staffrequests the Board authorize the Chairman toapprove the minutes of this action item when prepared.Requested Action

A Budget Amendment is need to authorize the spending of funds in the Water department. The funds to

bespent are for Data Hosting and Collection Software to Mueller technologies. Mueller is our AMI Company.The amounts two totals represent 2.5 years of service provided by Mueller to the County. Although the excessfunds are available in the water department, am opting for the safer approach of appropriating the fundsfrom retained earnings and can adjust the budget in the end of the fiscal year.
