AMENDMENT TO THE WALNUT CREEK MUNICIPAL CODE (ZONING ORDINANCE) TO REGULATE PERSONAL CULTIVATION OF CANNABIS AND TO ESTABLISH LAND USE STANDARDS INCLUDING ZONING RESTRICTIONS APPLICABLE TO COMMERCIAL CANNABIS BUSINESSES IN THE CITY; AND A RESOLUTION APPROVING OPERATOR S PERMIT SELECTION PROCESS

An ordinance has been drafted to regulate personal cultivation of recreational and medicinal cannabis, to establish land use standards applicable to commercial delivery of medicinal cannabis, and to prohibit commercial operations, commercial cultivation, and testing of recreational marijuana in the City. Staff is proposing a series of zoning text amendments that rely on the existing land use entitlement process to prohibit the establishment of new commercial cannabis businesses in the City, with the exception of allowing a maximum of two non-storefront medical cannabis delivery-only businesses. The zoning amendments also regulate the placement of personal use outdoor cultivation, consistent with State law. In addition, staff is proposing adoption of a selection procedure that the City will utilize to choose non-storefront medical cannabis delivery-only businesses to proceed through the entitlement and permit processes. ADOPTION OF THE FISCAL YEAR 2018-20 BUDGET AND MASTER FEE SCHEDULE

The City Council will conduct a Public Hearing to consider adoption of the Fiscal Year 2018-20 Budget and Master Fee Schedule. Every two years, the City Council adopts a budget that provides the spending plan governing City operations. This spending plan allocates available resources based on City Council direction for the municipal programs, services, and projects provided to the Walnut Creek community. The City Council will be asked to consider and adopt Resolutions approving the operating budget, the capital budget, and the Master Fee Schedule for Fiscal Year 2018-20.
