Below are the items that are anticipated to be completed by the final plat hearing date of 9/23/19:

The anticipated paving date for the pathway/emergency vehicle access is October 15, 2019. Project signage and striping are also anticipated that week, with anticipated construction completion date also of October 18, 2019. Procedural History Pursuant to Hailey Municipal Code Section 16, The City Council approved the Preliminary Plat on January 14, 2019, subject to the following conditions. Notes in italics indicate the status of each condition. a) All Fire Department and Building Department requirements shall be met. Items to be completed at the Applicant s sole expense include but will not be limited to items described in Condition h . All Fire Department and Building Department requirements will be met. b) All City infrastructure requirements, except as to Parcel B as referenced in paragraph h below shall be met as outlined in Chapter 16.05 and 16.08 of the Subdivision Title. Detailed plans for all infrastructure to be installed or improved at or adjacent to the site shall be submitted for Department approval and shall meet City Standards where required. All City infrastructure requirements will be met. See background section for a description of infrastructure completed to date. Detailed plans for the fire lane/pathway have been approved, and installation is underway.

c) Issuance of permits for the construction of buildings within the proposed subdivision shall

be subject to Section 16.02.080 of the Subdivision Title and 17.04J of the Zoning Title. This condition will be met. d) All improvements and other requirements shall be completed and accepted, or surety provided pursuant to subsections 16.03.030(I) and 16.05.090(B) of the Subdivision Title, prior to recordation of the final plat. This condition will be met. See also background section for a description of incomplete improvements.

e) The Final Plat must be submitted within one (1) calendar year from the date of approval of

the Preliminary Plat, unless otherwise allowed for within a phasing agreement. This condition will be met. --201-- f) Any subdivision inspection fees due shall be paid prior to recording the Final Plat. Subdivision inspection fees have been paid. g) Any application development impact fees shall be paid prior to recording the Final Plat. Development impact fees are due with each individual building permit. No building permits have been applied for. h) Plat Note 7 shall be modified as follows: Parcel B shall be dedicated as a public right of way (ROW). A pathway and fire access lane shall be constructed on said parcel, to be designed through a public hearing process pursuant to Hailey Municipal Code, Title 18, and including public workshops. The ROW is subject to future reconstruction for use as a local street upon a determination of need by the City Council. Development on Parcel B shall be subject to the Floodplain Development Permit Process. Plat note 7 has been modified to meet this condition. i) Parcel A of the Sherwood Forest Subdivision shall be improved by the City to contain a pathway and fire access lane subject to future reconstruction as a local street. This parcel shall be subject to the same design and public input process as outlined in condition h above. It is the intent that improvements to Parcel B, Carbonate View Subdivision, and Parcel A, Sherwood Forest Subdivision, be constructed concurrently, with the goal of completing the design and construction of the improvements within one year of the preliminary plat approval. Additionally, improvements shall not be constructed on either parcel until the design process is complete, and until the City demonstrates available funding for the portion of the improvements located on Parcel A, Sherwood Forest. If design and improvements are not completed within one year of approval of the preliminary plat, a bond or in-lieu payment shall be established. The public design process is complete, and a final design was approved by the City Council on June 24, 2019. Improvements are underway on both Parcels. The status of completion is described in the background section of this report. The City has established funds for Parcel A (city-owned) portion of the project. A contract for services for this work was approved by the Council on August 26, 2019. One contractor is in charge of all of the construction.

j) The public process regarding the improvements on Parcel A, Sherwood Forest Subdivision,

and Parcel B Carbonate View Subdivision, shall address the following design goals: a. Construction and improvements shall respect the floodplain areas and surrounding natural vegetation with a goal of minimal disturbance. b. A 20-foot wide, all-weather emergency access lane shall be created with the design and material details determined through the public involvement process identified in condition h . The design shall meet the standards of Appendix D107 of the of the International Fire Code.

k) The Applicant shall submit a Grading and Drainage Plan, and a final Erosion Control Plan prior to Final Plat. A Grading and Drainage Plan has been submitted and approved (attached to this report). An erosion Control Plan has not been prepared, as total disturbance is under the 1-acre minimum required by the EPA. Construction best practices are being utilized to control any erosion. None has been observed by the City Engineer to date. The site is considered flat, and erosion risk is minimal.

l) Pursuant to Hailey Municipal Code 16.05.010, the Applicant shall be allowed to pay in-lieu

fees for on-site sidewalks (property frontage on Chestnut Street) prior to City Council review of the Final Plat. If only one estimate is provided, it shall be reviewed by the City Engineer, and additional estimates may be requested. Two cost estimates have been provided, and the average of the two is utilized, per City standard platting procedures. A check will be received by the time of the Council meeting, or the project will not be heard.

m) Lots 11A, 12A and13A shall be renamed as parcels. Plat note 8 shall be modified stating

that Parcels 11A, 12A and13A shall be unbuildable parcels, and that no storage of campers, boats, trailers, construction or other equipment is permitted on these parcels. Any fencing shall be floodplain compliant. Plat Note 8 has been modified to meet this condition. n) Parcel A shall be dedicated as a permanent open space parcel and managed as part of the Wood River Draper Preserve. A wildlife-friendly fence shall be constructed separating Parcel A from the adjacent private lots as determined by the parties. A plat note shall be added stipulating that Parcel A shall allow for public access, shall be unbuildable, except as needed for management of the Preserve, and shall not be subdivided. Management of access to the parcel shall be determined by the parties. Plat Note 9 has been modified to meet this condition.
