the proposed format for tonight's set of meetings. The first meeting is held for the sole purpose of determining whether Council will adjourn into executive session, a non-public meeting, at which only permissible topics can be discussed. After this decision is made, Council will adjourn its regular Council meeting until 7:30 p.m. Council will consider the business listed on the agendas below at the times indicated. surface features. The resulting information for Aurora s area will be used by the following City departments in their geographic information system

ITEM SUMMARY (Brief description of item, discussion, key points, recommendations, etc.) Background

During a routine maintenance visit to Jefferson Lake the care takers observed a vortex on the

upstream face of the dam about 10 feet below the normal operating elevation. The State Engineers

Office (SEO) was contacted to report the situation. The state engineer and Aurora staff immediately

responded to the site to evaluate the situation and what measures should be taken. The state

engineer restricted the level of the lake to an elevation just below the vortex until the city had time to

secure an engineering firm to assess the situation and provide a means to repair it.

Due to the urgent nature of the repair, MESA-V solicitation was used to select Stantec, the most

qualified engineer. The project was approached with incremental contracting due to the uncertainty

of the required repair, quickly approaching inclement weather and additional remote project

constraints.

Stantec consultants conducted a condition assessment of the reservoir s vortex, the findings indicated that water is seeping through the vortex and

is surfacing downstream of the outlet pipe works. Stantec

developed and evaluated three alternatives to fix the vortex. The selected alternative was to line the

upstream face of the dam with a geotech fabric to cut off the path of water that is flowing through the

the winter of 2018/2019. Moltz Contructors is currently on site performing the rehabilitation work. This

proposed award is for the construction phase engineering services, including preparation of as-built

drawings, in support of the rehabilitation work.

Amendment to the MESA V Task Order 2 for engineering services associated with the Jefferson Lake Repair Project. This task order was issued in order

to investigate the cause of a vortex in Jefferson Lake.

The consultant discovered that the subsurface rock in Jefferson Lake has factures that are allowing water to pass through the dam to the existing

downstream, causing the vortex. The consultant believes that, on the upstream face of the dam, out in the pool, a clay liner exists. This amendment will allow for additional drilling services to confirm the presence of the clay liner.

Should the clay liner exist, then Jefferson Lake can be repaired by placing a geomembrane liner from the clay to the top of the upstream face of the

dam to seal any future paths (vortex) from developing. If the clay liner is not found, there are alternate methods to fix the vortex but at a much higher cost. The preferred and least expensive fix is the liner.

Pricing was requested from the consultant, and it is in accordance with the original award. Therefore, it is considered to be fair and reasonable.

Corey Thurman Lamumba Sayers, Heavy Hands Heavy Heart, discussed their program and community center located in Aurora.

Council Member Johnston expressed appreciation to Mr. Thurman and Mr. Sayers for their efforts in the community and asked if they have met with

Aurora Public Schools to discuss their outreach. Mr. Sayers answered affirmatively. Council Member Johnston suggested they connect with Kevin Cox, Aurora Public Schools Board of Education member, in that regard.

Motion by Richardson, second by Hiltz, to appeal the Mayor s opinion to limit City Council discussion in order to allow Council Member Johnston to

respond to Council Member Gruber s comments because allowing a council member to speak from the podium as a member of the public was unprecedented.

Mayor LeGare asked City Council to not support the motion to overrule his decision. He noted he too had several comments to make on the protest but

he would follow the Rules of Order and wait to speak until the Reports segment of the meeting.
